Kahit ‘di pa 4-star general
MANILA, Philippines — Magpapalabas ang National Police Commission (Napolcom) ng isang resolusyon sa lalung madaling panahon para matiyak na magagamit ng bagong talagang PNP Chief Lt. Gen. Jose Melencio Nartatez Jr. ang full power sa PNP.
Ito ang sinabi ni Napolcom Vice Chairperson at Executive Officer Rafael Vicente Calinisan para sa pagpapatibay ng appointment ni Nartatez sa posisyon.
“Importante ‘yun kasi kung OIC daily routinary functions of the office lang. Walang discretionary power. Kung ikaw ay acting (That is important because an OIC only has daily routine functions of the office. There is no discretionary power. If you are acting chief), you have full powers in your discretion. You can exercise your discretion. The chief PNP, in this case Gen. Nartatez, should have full control over workings at the PNP,” pahayag ni Calinisan.
Ang PNP Chief ay isang four star general pero hindi pa ito makopo ni Nartatez dahil four-star rank pa si dating PNP Chief Gen. Nicolas Torre III na takda pang magretiro sa 2027. Si Nartatez ay nananatiling police lieutenant general o isang three-star rank general dahil kailangan pang hintayin na makapag-avail si Torre ng early retirement bago ito maging isang full-pledged chief PNP.
Alinsunod sa PNP rules, isa lamang ang maaaring humawak ng four-star rank police general.
Sinabi ni Calinisan na patuloy naman ang magandang relasyon ng NapOlcom at PNP.
“As long as the process is there and open communication lines with the PNP, and I repeat, we will not micromanage the PNP we fully trust and support Gen. Nartatez. They are our brothers. There is no any animosity between the two institutions. Magsusuportahan lang ang PNP at Napolcom,” sabi ni Calinisan.
