MAY punto pala si ex-PNP chief Gen. Nicolas Torre III na hindi sundin ang Napolcom resolution dahil may pinagbasehan siya. Sa biglang tingin, sinuwag ni Torre ang kautusan ni DILG Sec. Jonvic Remulla, na superior niya. Matigas na ang ulo ni Torre?
Sa totoo lang, si Torre pala ay may pinaghawakan na dokumento na pirmado ni Executive Sec. Lucas Bersamin, na parehas din ang kaso sa Napolcom resolution ni Boss Jonvic. Ang sabi sa komento ni Bersamin, na dating Chief Justice, ang reshuffle ng isang 3rd level officer ng PNP ay puwede kapag ang pupuntahan na puwesto ng nasabing opisyal ay kaparehas din ng ranggo niya. Kaya si PNP OIC Lt. Gen. Jose Melencio “Tateng” Nartatez Jr., ay inilipat ni Torre sa APC sa Mindanao na 3-star post din. Kung noon puwede, sa ngayon hindi? Bakit biglang nagbago ang ihip ng hangin. Magkano…este paano? Tsk tsk tsk! Hehehe! Kailangan pa bang i-memorize ‘yan?
Ang tinutukoy ni Torre ay ang sulat ni Bersamin kay ex-DILG Sec. Benhur Abalos na may petsang July 13, 2023 kung saan ibinigay n’ya ang kanyang komento patungkol sa reshuffle ng walong opisyal ng PNP. “In view of the power of the Chief of the PNP to designate key officers to key positions in the PNP pursuant to his authority over the placement and utilization of PNP Personnel under Section 26, Chapter lll of Republic Act No. 6975, as amended, and the administrative authority of the Napolcom over the PNP, please be informed that the office interposes NO OBJECTION to the above designations,” ani Bersamin. Eto ang mabigat! “In this regard future designations of third-level officials and/or to third-level positions are left to the authority of the PNP chief save for designations to third-level positions that would entail promotions to a higher rank which are subject to the confirmation of the Napolcom.,” ani Bersamin.
Hayan mga kosa, maliwanag pa sa sikat ng araw na hindi naman promotions ‘yung paglipat ni PNP OIC. Bakit nakialam ang Napolcom? Hate lang ni Remulla si Torre? Subalit ayon kay Remulla, “stellar” ang relasyon nila ni Torre! Owww? Hehehe! Kanya-kanyang boladas lang, ‘no mga kosa? “The foregoing designations shall remain valid until otherwise reversed or reprobated by the President, ayon pa kay Bersamin. Itong opinion ni Bersamin ang idinahilan ni Torre kay President Bongbong Marcos ng ipinatawag s’ya two weeks ago sa Palasyo. Hindi naman ibinulgar ni Torre kung ano ang rason n’ya kay BBM kung bakit inilipat n’ya si Nartatez sa APC sa Mindanao. Umayon naman si BBM. Kaya noong flag raising ceremony sa Camp Crame, in high spirits na inanunsiyo ni Torre na si Lt. Gen. Bernie Banac ay retained as DCA or No. 2 man ng PNP. E di wow!
Kaya lang ng nakaraang Lunes ng hapon, ipinatawag uli si Torre sa Palasyo, at sinabihan siya ni BBM na “insubordination” sa kaso ng Napolcom reso. Ang sagot ni Torre, “Ini-explain ko na sa iyo ‘yan Sir.” Kasama sa miting sina Boss Jonvic at Bersamin. Kaya lumayas si Torre at hindi na sinagot ang limang tawag ni Boss Jonvic. Stellar ha! Ang sakit sa bangs nito!
Teka, teka, inamin ni Boss Jonvic na nakatanggap siya ng unsolicited proposal na bumili ng P8-bilyon na halaga ng armas at kinausap niya si Torre tungkol sa operational necessity nito. At ni-remind niya si Torre na maari lang itong mangyari sa pamamagitan ng congressional “insertions” dahil wala ito sa NEP. Hindi natuloy ang pagbili ng mga baril dahil ayaw ni Torre, na sinang-ayunan naman ni Boss Jonvic. Hayan, naghugas kamay na si Boss Jonvic. Anong sey n’yo mga kosa? Abangan!
