MANILA, Philippines — Hinatulan ng Department of Public Works and Highways (DPWH) na guilty si dating Bulacan 1st District Engineer Henry Alcantara sa mga kasong administratibo kaugnay ng mga ‘ghost’ flood control project sa nasabing probinsya.
Sa desisyong inilabas ni DPWH Secretary Vince Dizon, napatunayang nagkasala si Alcantara sa administrative offenses na Disloyalty to the Republic of the Philippines and to the Filipino People; Grave Misconduct; Gross Neglect in the Performance of Duty, at Conduct Prejudicial to the Best Interest of the Service.
Dahil dito, pinatawan ni Dizon si Alcantara ng parusang “dismissal from the service with the accessory penalty of perpetual disqualification to hold public office.”
“This decision is without prejudice to the filing of separate civil or criminal charges against him and his co-conspirators,” bahagi ng kautusan ni Dizon.
Anang kalihim, ang kabiguan ni Alcantara na bantayan ang interes ng publiko sa pagbabayad sa ghost projects ay nagbigay ng dungis sa imahe at integridad ng ahensiya.
“Different social media platforms subjected DPWH to ridicule, humiliation, and disrespect. Thus, the respondent should be held liable for conduct prejudicial to the best interest of the service,” dagdag pa ni Dizon.
Matatandaang sa pagdinig ng Kamara, inamin ni Alcantara na nag-isyu siya ng certificate of completion sa P55 milyong flood control project sa Baliwag, Bulacan na natuklasang ghost project pala.
Umamin din si Alcantara na gumagamit ng alyas at pekeng ID upang makapasok at makapagsugal sa casino.
